Backgrounder


Tom Molloy played a leading role in many landmark Aboriginal claims settlements in Canada, including the lengthy negotiations leading to the creation of the Territory of Nunavut in 1999. For many years Mr. Molloy has been extensively involved in Aboriginal land claims as Chief Negotiator for the Government of Canada.

Mr. Molloy helped launch Canada's participation in the British Columbia Treaty Commission process and negotiated a treaty with the Inuit of Northern Quebec's Nunavut and Labrador claim.

One of Mr. Molloy's most significant achievements was as head of the team that negotiated the Nisga'a Final Agreement, the first modern-day treaty in the history of British Columbia. Mr. Molloy's award winning book, The World Is Our Witness: The Historic Journey of the Nisga'a into Canada, traces the history of the Nisga'a and their claim, details the elements of the treaty and offers an analysis of the characters, political intrigue and opposition to this historic deal.

Mr. Molloy helped establish a treaty process in the Province of Nova Scotia with the Mikmaq and concluded a Framework Agreement to guide the process. In the Gaspé area of Quebec he helped to establish a treaty process with the Mikmaq and government of Quebec. Mr. Molloy has been involved in negotiations in B.C., Manitoba, Nova Scotia, PEI, New Brunswick, Yukon, Northwest Territories and Nunavut.

Mr. Molloy is also noted for his considerable experience in corporate and commercial work. For six years he held the position of Chancellor of the University of Saskatchewan and has been officially recognized on numerous occasions for his outstanding service to the community, profession and commerce. He was appointed an Officer of the Order of Canada in 1996.
