Claims are normally submitted to both the federal and provincial governments, depending on the issues under claim and the role and responsibility of each government in the events giving rise to the claim.
The council or governing body of an Aboriginal community may submit a land claim to the province of Ontario, the federal government or both.
The following documents need to be included in the land claim submission so that the Ministry of Aboriginal Affairs can review the claim:
While claims are sometimes submitted without all of this information, please try to include as much as possible. This will help the Ministry of Aboriginal Affairs conduct a more thorough review.
Any gaps in the research and documentation provided are identified during the initial review. The ministry then determines if more historical research is needed.

The historical report, or narrative, is an important part of the land claim submission.
Together with the statement of claim, this report sets out the historical events that gave rise to the claim. It should also show how Ontario and the federal government have been historically involved in the claim.
